Proposal:Allow links to video channels on sites other than Youtube

Note: although originally published to the mailing list as RFC-348, this is now numbered RFC-349 due to a numbering conflict.
Many artists and labels are publishing videos on sites other than just Youtube. A few examples:
- EMI Music: http://www.dailymotion.com/user/emi_music
- Pretty Lights: http://vimeo.com/prettylights
- kz: http://www.nicovideo.jp/mylist/3091300
This will create a new AR, User:Kepstin/Video Channel Relationship Type. It will be added as the parent of the existing YouTube Relationship Type, which will continue to apply to Youtube URLs.
